Background

The last Donor Roundtable Conference of Mali was held on the 30th and 31st of March 2004 at the Palace of Nations in Geneva . Organized with the support of the United Nations Development Program (UNDP), under the co-chairmanship of Mr. Ahmed Mohamed Ag Hamani, Prime Minister, and Mr. Zephirin Diabre, Deputy Managing Director of UNDP, it aimed to resume the dialogue between the Mali government and its partners around the implementation of the Strategic Framework for the Fight against Poverty (PRSP) and reform of the international aid system in Mali. It should also promote the mobilization of resources and provide an opportunity to agree on specific commitments regarding the implementation and monitoring-evaluation of the PRSP and Objectives of the Millennium Development Goals (MDGs).

The main conclusions of the Roundtable Conference in Geneva are as follows:

 Ø   - the principle of changing the intervention of FTP to direct budgetary aid;

Ø    - the creation of a one-stop shop to facilitate aid coordination and implementation the harmonization especially at the level of social sectors (education, health, decentralization), essential steps towards budget support;

Ø     - the revision of the PRSP: (i) to put into coherence,  in an operational way, sectored strategies and comprehensive PRSP, (ii) redefining and selecting the most relevant indicators, in order to be more operational and easier to follow;

Ø     - the identification and implementation of new sources of growth to stimulate strong growth and stable, a prerequisite for poverty reduction;

Ø     - the organization of six sectored consultations, particularly in the following areas: institutional development, capacity building, decentralization; forum investors; rural development and irrigated agriculture, access to drinking water; infrastructure development;

Ø     - organization of the next Roundtable in Bamako .

Three years later the finding is that, in accordance with its commitments in Geneva , the Government of Mali has made budgetary support a privileged instrument of its financial cooperation. In the dynamics of the Declaration of Paris, it set up a technical secretariat which works with FTP for the implementation of action plans towards the harmonization of aid. To give more substance to the process of alignment and harmonization at the national level, it has appropriated the 12 indicators of progress of the Paris Declaration, putting it into a National Plan of Action, with the firm goal to meet maturity by 2009. The government has also carried out the revision of the PRSP and adopted on December 20th, 2006, a new strategic framework called the "Strategic Framework for Growth and Reduction of Poverty" (SFGPR). It identified new sources of growth and has organized six sectored consultations recommended by the Roundtable in Geneva .

The efforts made over the past three years have enabled the country to achieve a growth rate of 5.1% but this positive growth rate has been insufficient to significantly reduce poverty. Also, the government has designed new instruments of economic and social development to accelerate growth and evolve positively towards achieving the MDGs. Among these new instruments, it is worth noting the Strategic Framework for Growth and Reduction of Poverty (SFGPR) 2007-2011, the Program for Economic and Social Development (ESDP), electoral platform of president become a source of 'Inspiration of government action and a framework for the implementation of certain activities of SFGPR during the five-year time period of 2007-2012, the National Plan of Action for the implementation of the Declaration of Paris 2007-2009, the Statistical Master Plan 2006 -2010 And Plan of achieving the Millennium Development Goals (MDGs) 2006-2015.

The Government of Mali has decided to share openly gasoline and practical modalities of implementation of these new or revised instruments of cooperation and economic and social development. To this end, it decided to organize, during 2008, a Donor Roundtable Conference (TRBF) of Mali .

Objectives

Four basic objectives are covered by the Roundtable Conference:

Ø     - To strengthen dialogue and partnership between the Government and its partners both technical and financial (FTP) around policy and strategy development;

Ø     - Identify ways and means to accelerate growth and progress towards the MDGs;

Ø     - Develop relevant instruments for measuring and monitoring (statistics) policies and strategies of economic and social development;

Ø     - Acquire, in pursuit of these policies and strategies, a strong support of the donor community.

Results expected

The expected results of this panel are:

Ø     - An agreement on policies to be implemented to accelerate growth in Mali and achieve the MDGs;

Ø     - A commitment of the Malian government on a program of relevant measures to implement this end, and

Ø     - Decisions on the establishment of a system and statistical indicators that allow the implementation of policies geared towards results;

Ø     - Commitments for the support of additional technical and financial partners in order to implement the program of economic and social development of Mali .

The fruits of this Roundtable will enable the Government to initiate a comprehensive global development plan which is more intense, better structured and more efficient, capable of reducing poverty in a sustainable manner and to boost economic growth in Mali .

During this Roundtable, which will take place over two days, participants will review in turn:

Ø     - The state of implementation of the recommendations of the Roundtable Geneva 2004;

Ø     - Achievements PRSP I;

Ø     The preparation and implementation of the PRSP II (SFGPR);

Ø     - Achievements of the Action Plan to implement the Paris Declaration and the Common Strategy of assistance FTP countries of Mali ;

Ø     - Stock and long-term strategy of the Ten-Year Plan for achieving the MDGs in Mali ;

Ø     - The initiative of localization of the MDGs in 166 communes of Mali ;

Ø     - The strategy of accelerating growth;

Ø     - System monitoring SFGPR -MDGs;

Ø     - The Master Plan statistic Mali ;

Ø     - Plan financing SFGPR -MDGs over the medium term (2007-2011).

Similarly, some crucial issues of common interest such as official development assistance in Mali, the fight against corruption and financial crime, transparency in governance, more generally, good governance, will be the subject of 'Exchanges and decision-making in order to improve the performance of government and move towards economic growth and development.

Conclusions and recommendations and a proposal to follow up recommendations of the Roundtable Conference of Mali will close the debate.
